Castries, St Lucia: While joining a league of other Caribbean countries, St Lucia also expressed its solidarity and support for Ukraine as the country is facing military aggression from Russia. To condemn Russia for its invasion of Ukraine, the Government of St Lucia (GOSL) joined the international community to impose several restrictions and sanctions against it. 

Clarifying its stand, the GOSL noted that they would continue their support to all international efforts and imposed sanctions to isolate the Russian and Belarussian regimes.  

In the wake of taking rigid steps against Russia, the Government of St Lucia restricts the access of any Russian national to use the Citizenship by Investment Programme (CIP) and mask their affiliation to the Russian regime. 

The GOSL also clarified that the country would never support the discrimination of any person based on their nationality. 

Although, the Government of St Lucia also clearly stated people who are Russians but are not residing in the country for over many years could be able to get dual citizenship, provided they have to pass the due-diligence process. Once they clear the background checks procedure, they would be granted dual citizenship by the CIP unit of St Lucia. 

St Lucia is a Caribbean country, renewed fr having a rigorous, streamlined due-diligence process, and every application have been processed by the third party unit of the background checks. 

“The CIP Unit in Saint Lucia now has a very rigid and robust due diligence process that is done in consultation with our international partners and friendly Governments”, the statement of GOSL reads. 

It further affirmed that they would continually be engaged with all international friends to ensure that the Russian regime could face a high level of restrictions. St Lucia would also ensure transparency and openness in the operations of its CIP Unit. 

Following are the restrictions and measures are taken by the Government of St Lucia: 

  • The Government will review all the applications of Russian who have been given citizenship during the administration of Allen Chastanet so far.
  • The citizenship of the people will be revoked who are in the sanctions list, and the rest who are not on the list will be able to profess their citizenship. 
  • The Government will suspend the application processing from nationals of Russia and Belarus.  
  • The Government of St Lucia also supports all the nationals who faced discrimination due to Russia. 

Further, the Government of St Lucia also condemned and expressed disappointment with the comments of former Prime Minister Allen Chastanet to the Citizenship Investment Unit and the acceptance of Russian applicants.  

“The Government believes that these comments are irresponsible, malicious and deliberately designed to hurt Saint Lucia, the people of St Lucia and the Programme and Chastanet knows that the Programme has been following all international decisions and actions”, GOSL statement further added. 

It noted that Chastanet understands the importance of the CIP to St Lucia as it helps the country pay the country’s debts. Moreover, he also borrowed more than EC$1 billion when he was prime minister.
