Manifesto: PAM, CCM promises 5000 new jobs, $100 million dream fund, major plans for health sector 

Under the "One Movement Manifesto", the People's Action Movement and Concerned Citizens Movement launched their joint manifesto, added that upon election, they would create 5000 jobs over the next five years with the goal of reducing unemployment by 50%.

St Kitts and Nevis: Under the “One Movement Manifesto”, the People’s Action Movement and Concerned Citizens Movement launched their joint manifesto, added that upon election, they would create 5000 jobs over the next five years with the goal of reducing unemployment by 50%.

REDUCING UNEMPLOYMENT 

Unemployment, particularly amongst our youth, continues to be a major concern in St. Kitts and Nevis. Unemployment and poverty are directly related, thus, providing job security for those already employed, and generating new employment opportunities for those without work, are One Movement’s top priorities. One Movement Government will therefore: 

  • Create a new Ministry of Economic Growth and Job Creation focused on tackling unemployment and expanding the economy. 
  • Create 5000 jobs over the next five years with the goal of reducing unemployment by 50%. 
  • Will commence within the first 100 days. Projects will include roadworks, the construction of new government houses and a new hospital, along with other infrastructure projects.

ENTREPRENEURSHIP AND SMALL BUSINESS DEVELOPMENT 

One Movement Government will create new and assist existing small businesses. Key areas will include the digital economy, manufacturing, smart farming and fishing, creative industry, and service industries, among other sectors. One Movement Government will therefore:

  •  Create a $100 MILLION-DOLLAR DREAM FUND for entrepreneurship and small business development. This fund will provide seed money for projects or businesses up to EC $200,000. We will launch this fund within the first 100 days, which will help Kittitians and Nevisians turn their dreams into realities. 

SMALL BUSINESS SUPPORT CENTRE: 

To provide free professional support for entrepreneurs in: Production, Marketing, Accounting, Human Resource Training and Development , Inventory Management, Networking, Other business areas 

  • Promote small enterprises by making technology, credit, marketing and distribution channels more accessible. 

THE HOUSING REVOLUTION 

The people’s burning desire is to not only live in our Federation but also to own a piece of their country. One Movement recognizes the role housing plays in developing our country. Building homes for people will also stimulate economic activity in multiple sectors of the economy, particularly in the construction and retail sectors. One Movement Government will therefore: 

  • Develop 3, 000 housing solutions, distributed fairly across both islands in the next five years. We will give low-income earners throughout the country an opportunity to purchase homes. 
  • Retool the National Housing Corporation (NHC) and remove the partisan influence and nepotism that have corrupted the system. 
  • Reduce VAT on building materials from 17% to 10% to help first-time homeowners build their homes. 
  • Provide a Young Homeowners Grant of EC $3, 000 for eligible first-time homeowners, under the age of 35. This will get more young people into affordable climate-resilient housing, to help them build their future. 
  • Provide immediate support to Clarence Fitzroy Bryant College (CFB) to ensure they have the much-needed resource to expand their current capacity to increase the number of skilled construction workers by at least 40% over the first 12 months. 
  • We will promote public-private partnerships in housing development and community upgrading. We are already discussing with investors ready, willing and able to provide the required investment.

What is for the Health Sector in PAM, CCM Manifesto?  

As per Shawn K Richards, Mark Brantley the war on poverty will provide opportunities for the less fortunate with a plan to grow them out of poverty. It is their conviction that given the modern realities and challenges, the robust social services system instituted by the PAM/CCM-inspired team will provide the required solutions. One Movement Government will, therefore:

  • Better manage the Poverty Alleviation Program (PAP), Skills Training Empowerment Program (STEP), and the Alternative Lifestyle Pathway Program (ALPP), commonly referred to as the “PEACE Program”, to ensure those who are most in need are able to directly access equitable benefits.
  • Review the processes and systems to ensure the execution of the program is more efficient and free from corruption. 

CARING FOR OUR PEOPLE 

The health of a nation is the wealth of our nation. In our commitment to improving the health and wellness of the people of the Federation, the One Movement Government will ensure there is a holistic approach to healthcare. Leader of PAM and CCM approach will be based upon preventive treatment through healthy lifestyles and rehabilitative healthcare. They will also focus heavily on the mental health and well-being of our young people, directed by technology, patient-centric care, and stakeholder satisfaction. One Movement Government will therefore: 

  • Build a new state-of-the-art hospital. 
  • Invest in high-end medical equipment such as the MRI and Kidney Dialysis units at the JN France Hospital needed to address chronic and serious illnesses, especially
  •  Re-tool and upgrade the Mary Charles, Alexandra, Pogson, and J.N France hospital with modern equipment, quality renovations, staffing and pharmaceuticals. 
  • Fast-track the launch of a National Health Insurance. 
  • Develop a robust national nutrition awareness program as part of an overall strategy to promote wellness and fight non-communicable diseases like obesity, hypertension and diabetes.
  •  Reduce the cost of medication by joint procurement with other East Caribbean Territories. 
  • Establish and upgrade Community Health facilities with medical professionals in the field of Geriatric Medicine in order to respond to the needs of our ageing population. 
  • Focus more on health practitioners by offering training and educational opportunities. Offer scholarships to study in targeted fields such as rheumatology, ophthalmology and oncology, along with other disciplines, will be facilitated. 
  • Work on improving working conditions and ensure that we have a functioning Council of Medical Practitioners. 
  • Encourage community participation in conceptualising, implementing and monitoring all Community Health Services. One Movement Government will prioritise the health and well-being of our young people by: 
  • Ensuring that our educational institutions have mandatory health and eyesight screening for early detection of health issues. 
  • Introducing a National Health Insurance Plan, which will offer free healthcare, dental screening, eye screening and medical prescriptions for children 5-18 years old. 
  •  Developing a mental health policy and implementation plan to deal with increasing incidents of mental health among our young people. Introducing a Reach Out Hotline, which will provide 24/7 psychological support for young people from a cadre of trained and qualified professionals. 
  • Expanding access to sexual and reproductive health information and services for young people at our local medical institutions. 
  • Embarking upon training and support for educators and educational institutions to deal with mental health and well-being.
