Prime Minister Dr Roosevelt Skerrit received the final report from Dennis Byron following a review of Dominica's electoral system.

Roseau, Dominica: Prime Minister Dr Roosevelt Skerrit received the final report from Dennis Byron following a review of Dominica’s electoral system. He shared an update and outlined the significance of the reform and advancement of the electoral process. 

The final report was received on Monday, June 12, 2023, and consisted of two phases. 

Phase 1 report will be included a draft Regulation of Electors Bill 2023 and a draft Registration of Electors Bill 2023. 

Phase 2 report will consist of the following:

  •  The draft House of Assembly (Elections) Bill 2023 
  • The draft House of Assembly (Electors) Regulations 2023 
  •  The draft House of Assembly Election Petition Rules 2023 
  • The draft Electoral Commission Bill 2023. 

In keeping with the Prime Minister’s commitment to make the report public and conduct stakeholder consultations, copies will be made available to Members of Parliament, political parties, NGOs, churches, media, youth groups, and other civil society organizations. 

The copies will be presented to stakeholders at a formal function on Wednesday, June 21, 2023, at the State House Conference Center. The Government of Dominica will also organize a series of public consultations commencing in mid-July to receive feedback on the report and draft legislation. 

In order to assess Dominica’s electoral processes, the government of Dominica engaged the reputable Caribbean Jurist earlier in 2020. During the interaction, they made recommendations for reform. Prime Minister Roosevelt Skerrit also stated that Dominica had received significant technical support from the Organization of American States (OAS) and The Commonwealth. The experts from these organizations have visited Dominica to assist with the public consultations before the Bills are taken to Parliament.

PM Roosevelt Skerrit said that the government of Dominica will ensure that the electoral process will continue to be as transparent as it has always been, and we’ll see it through to the end. 

Following the victory of the Dominica Labour Party in the snap general elections of 2022, Prime Minister Dr Roosevelt Skerrit committed to advancing the electoral process and its several aspects. He said that electoral reforms and voting are such fundamental issues.

PM Roosevelt Skerrit asserted that there will be two essential fundamentals in the process of the electoral reforms. 

  • One National ID cards
  • Two, the verification process to address the issue of the voter list
