Roseau, Dominica: Minister in the office of the Prime Minister, with responsibility for Telecommunications and Broadcasting Oscar George, has given an update and issued a Statement on Government’s Approval of National Emergency Telecommunications Plan (NETP) for Dominica on Monday, March 21, 2022. 

He informed that the Cabinet of Dominica has approved Telecommunications Plan to establish a causative and harmonised structure to enhance communication in Dominica.

Minister George added that the plan was developed to ensure efficiency in emergency communication in the aftermath of natural disasters. The government conducted multisectoral consultations in April 2021 to consider issues related to mitigation preparedness, response and recovery as a basis for the informing plan. 

The office of the Disaster Management (ODM), telecom service provider, utility companies, shipping agencies and private and public sector entities are the major participants of the plans.   

He further stated that implementation of the plans would be involved: 

  • In formalisation of legislation for disaster management
  • The Comprehensive disaster management period. 

 George also affirmed that the national disaster plan would improve coordination among relevant actors involved in disastrous management and emergency communications. 

“The office of the Disaster Management and other agencies which formed in the national emergency, the organisation named WIPO and comprehensive audit of disaster management framework maintain and update hazardous measure for all hazardous and provide information about the disaster occurred in the particular community in Dominica”, underscored Minister. 

Various services such as Radio, Television broadcasting, Satellite communications and devices for voice will help in the plan for emergency communication.

 He said that the government of Dominica would coordinate all the member states to develop specific regulations for the telecommunication and ITC sector regarding disastrous management and update standards for the various procedures. 

Additionally, the Dominica government also enhanced surveillance to monitor systems to stimulate the various disasters. 

Furthermore, he noted that telecommunication would be conducted to enhance policies and plans and procedures in the use of communication networks. 

The implementation plan also considers the establishment of call centres to warn an effective population about the risk and disseminate updates and connect with relatives, as well as the development of emergency operation centres to provide crucial communication to respond to the disaster.
